How service charges change a Dubai apartment comparison
A lower asking price can lose some of its appeal when the apartment costs more to keep each year. Before choosing between two Dubai apartments, compare their documented annual service charges, check what each bill includes, and separate those recurring costs from unpaid balances and purchase expenses.

The useful question is not simply which building quotes the lowest rate per square foot. It is how much each apartment would cost you on the same basis, and what you receive for that money.
This guide is for buyers comparing completed residential apartments in Dubai. It includes a two-apartment comparison worksheet. Use your shortlisted units' documents; an off-plan estimate is not an approved charge for a completed building.
Collect the same documents for both apartments
Ask the seller or agent for the current approved service-charge notice, the unit's invoices and account statement, and the previous full year's charges. Also request the registered area and an explanation of what the current bill includes. A single payment receipt tells you what was paid, not necessarily the full annual cost or remaining balance.
Check the project, residential use and budget year through Dubai Land Department's Service Charge Index. DLD describes this as a way to look up RERA-approved service fees, with access through its website, Mollak and Dubai REST. RERA is Dubai's real estate regulator; Mollak is the system used for jointly owned property charges.
Save the result and its check date beside the seller's documents. If the project, period or amount differs, ask the building's management company for a written reconciliation. Keep an unresolved figure labelled “unconfirmed”. Do not substitute a neighbouring tower's rate because it is easier to find.
| Check | What should match |
|---|---|
| Property | What should match: Exact project, building and apartment; residential use |
| Period | What should match: Budget year, start and end dates, and the period each invoice covers |
| Approval | What should match: Current approval notice; whether the budget is final or temporary |
| Calculation | What should match: Registered area, chargeable components and units of measurement |
| Account | What should match: New charges, earlier balances, payments and credits shown separately |
Compare the annual amount before the quoted rate
Article 25 of Dubai's Law No. 6 of 2019 bases the service-charge share on registered unit area using the approved calculation method. A listing's advertised size is not enough to reconstruct the bill.
Use the approved annual amount attributable to the exact unit. If you only have a rate, ask management to show which area and components it applies to. Check any separate parking, balcony or other line instead of assuming one rate applies to every part. Record whether applicable tax and any reserve contribution are already included.
Do not multiply one quarterly invoice by four without checking its period and adjustments. It may include an earlier balance, a credit or a catch-up charge. Reconcile the invoices to the approved annual schedule so that each current-year charge appears once.
A temporary budget also deserves a clear label. Article 27 permits RERA to approve one while the full budget is being approved. Ask which status applies and whether a later adjustment remains possible; do not present an interim amount as a fixed future bill.
Check what sits outside the service charge
Two annual bills can cover different things. Ask for an itemised budget and confirm which costs would reach you separately. DLD's budget-approval requirements include an annual budget, supporting service and maintenance contracts, utility bills and an external audit report. Those are more useful questions to raise than whether the fee is simply “reasonable”. Request relevant information through the seller and management; do not assume every underlying document is publicly available to a prospective buyer.
Cooling needs particular care. DLD's explanation of common-area charges includes cooling for shared areas. That does not establish how cooling inside your apartment is billed.
As a provider-specific example, Emicool's FAQ distinguishes contracted capacity, consumption and metering charges. Its capacity charge is payable monthly regardless of consumption. Check your apartment's actual provider and agreement rather than applying that provider's terms to every building.
For the comparison, list separate cooling, utilities, apartment maintenance, insurance and management costs that you would pay. Use the same intended occupation or rental assumptions for both apartments. Mark each amount confirmed, estimated, unconfirmed or not applicable. If a cost is already inside the service charge, reference that line and do not add it again.
Keep old balances and purchase adjustments separate
DLD's index calculation page expressly excludes arrears, meaning earlier unpaid charges. A current index result is therefore not proof that the apartment's account is clear.
Ask for a dated statement showing amounts billed, payments, credits and the outstanding balance. Article 32 of Law No. 6 of 2019 restricts disposal of a unit until its unpaid service charges are paid. Have the seller and transfer professionals confirm the clearance requirements and evidence before relying on a completion date.
Record any agreed reimbursement for prepaid charges separately, including the covered dates and who pays whom. Confirm the allocation in the sale agreement; do not assume that a credit or reimbursement is automatic.
Keep these settlement amounts outside your annual running-cost total. They affect cash needed for this purchase, but adding a seller's historic balance to every future year would distort the comparison. For the separate purchase budget, use our Dubai buying-cost guide.
Put the two apartments on one sheet
Choose one common annual period and complete both columns in the worksheet. If the latest available approved years differ, label that mismatch and get the missing update before treating the comparison as current.
| Amount to compare | Apartment A | Apartment B |
|---|---|---|
| Full-year service charge, including applicable tax and reserve amounts already billed | Apartment A: From the approved unit documents | Apartment B: From the approved unit documents |
| Additional annual costs you pay, excluding anything above | Apartment A: Itemised documents or labelled estimates | Apartment B: Same cost categories and assumptions |
| Comparable annual running cost | Apartment A: Sum of the two rows above | Apartment B: Sum of the two rows above |
| Monthly planning amount | Apartment A: Annual running cost divided by 12 | Apartment B: Annual running cost divided by 12 |
| Proposed purchase price | Apartment A: Actual price under consideration | Apartment B: Actual price under consideration |
| Separate purchase or settlement amounts | Apartment A: Record outside the annual total | Apartment B: Record outside the annual total |
The monthly figure helps budgeting; it is not the invoice schedule. Do not describe a subtotal with unresolved items as the full cost of ownership. Keep loan payments, purchase fees and eventual sale costs in the wider purchase calculation.
For a rented apartment, check the lease before assigning costs to the tenant. DLD explains that the property holder remains liable if the tenant fails to pay service charges assigned to them. Allowing for an empty period and the costs you retain is a separate part of your rental assessment.
Test the price saving against the extra annual cost
Suppose Apartment A has the lower proposed price but the higher documented annual running cost. Start with two differences:
- Purchase-price saving: Apartment B's price minus Apartment A's price.
- Extra annual running cost: Apartment A's annual total minus Apartment B's annual total.
Choose the number of years you want to examine. Multiply the extra annual cost by that period, then compare it with the price saving. This is a simple scenario holding costs constant, not a forecast. Repeat it with separately labelled higher-cost assumptions if you want to see how sensitive your decision is.
If both differences are positive, dividing the price saving by the extra annual cost gives a simple crossover period. It shows when that running-cost difference would equal the initial price saving under those assumptions. If the annual difference is zero or negative, this particular crossover does not apply.
This calculation excludes financing, purchase and sale fees, changes in rent or resale value, and the time value of money. It does not set a fair offer price or prove which apartment is the better investment. Use our property return calculator for a wider scenario once your inputs are ready.
Look beyond the lowest charge on a distressed apartment
When assessing a below-market offer, inspect the shared facilities and ask about planned work, recent spending and the reserve position. Article 30 of Law No. 6 of 2019 provides for a separate cash reserve for emergencies and replacement of shared equipment. An annual contribution does not, by itself, show the balance available or whether planned work is fully funded.
Ask management, through the seller where necessary, to explain any notified additional charge, its approval, timing and payment responsibility. Keep a confirmed one-off amount separate from recurring costs. Record unresolved work as a question for further investigation, rather than inserting a made-up bill.
A higher charge may include services you value, but the amount alone does not establish their quality. Compare the documents, inspect the building and decide whether the total cost fits your budget. For the underlying legal rules, see our service-charge answers.
Questions buyers ask
Is a lower rate per square foot always cheaper?
No. Compare the annual amount for the exact apartment, using the correct area, period and included components. Then add separately billed costs on the same basis for both apartments.
Does the Service Charge Index show unpaid bills?
No. DLD's calculation page says its service-charge figure excludes arrears. Obtain the unit's current account statement and clearance evidence separately.
Can I treat a temporary budget as the final annual charge?
No. Record that it is temporary and ask management about the approval status and possible adjustment. Keep that uncertainty visible when comparing apartments.
Should I add the reserve contribution again?
Only add an amount if it is genuinely additional to the annual total you entered. If the reserve contribution is already included, adding it again would double count it. Its inclusion does not establish the building's reserve balance.
Does a lower service charge make an apartment a better investment?
It is one input. Check the services, building condition, separate costs and documents, then assess the wider purchase and rental assumptions. Neither a low charge nor an approved budget guarantees a particular return.
