DHA narcotic in-charge, purchase, quota and disposal requests

DHA's Narcotic Medications related requests service is for delegated healthcare facility representatives. It covers assigning or changing the narcotic, controlled-drug or semi-controlled-drug in-charge, requesting narcotic purchases or quota changes, and requesting narcotic disposal. Choose the matching form linked on the official service page, complete it and send it with the supporting documents to Drugcontrol@dha.gov.ae. DHA reviews the request and communicates approval by email. These are facility administration requests; this service does not establish a patient's entitlement to a drug, a permitted dose or a guaranteed quota. Use the separate medication-disposal service for its listed controlled, semi-controlled and general medication scope.

DHA approval and evidence for medication disposal

DHA's Request Medication Disposal service covers controlled drugs, semi-controlled drugs and general medications held by healthcare facilities. A delegated facility representative clears outstanding fines if applicable, completes the linked application form and emails it to Drugcontrol@dha.gov.ae. DHA reviews the request and lists an inspection within five working days of receiving it. Approval depends on that inspection. After approval, arrange disposal through a Dubai Municipality-approved pharmaceutical waste collector. Send the Pharmaceutical Waste Collection Certificate by email within 30 days of the inspector's visit. The inspection period is not permission to dispose of medicines beforehand. Narcotic disposal has a separate form under DHA's Narcotic Medications related requests service.

DHA facility reporting of medication incidents

DHA's Report Medication Incident service lets delegated healthcare facility representatives report drug-related incidents and discrepancies, especially involving narcotics, controlled drugs and semi-controlled drugs. Complete the form linked on the service page and email it with supporting documents to Drugcontrol@dha.gov.ae. DHA reviews the request, lists an inspection within five working days of receiving it, and sends the incident report by email. That inspection timeframe is not a five-day allowance to delay reporting. This is a facility reporting process, not a diagnosis, treatment recommendation or decision about personal liability. A patient's complaint about medical care belongs to the separate DHA medical-complaint route.

DHA approval before transferring controlled medication

DHA's controlled and semi-controlled medication transfer service covers registered controlled drugs and semi-controlled drugs moving between pharmacies and healthcare facilities to address shortages. A delegated facility representative pays outstanding fines if applicable, completes the linked form and emails it with supporting documents to Drugcontrol@dha.gov.ae. DHA reviews the request and lists inspections of both the supplying and receiving facilities within five working days of receiving it. Approval is communicated by email. Transfer follows approval and must observe strict temperature control. The service page does not supply a universal temperature, transport method or drug quantity. This is a facility-to-facility approval route, not permission for personal medicine import or carrying narcotics across borders.

DHA facility inventory activation in NPCM

DHA's Activate Facility Inventory system in NPCM service is for healthcare facilities with an active licence that prescribe and dispense controlled, semi-controlled and narcotic drugs. The official steps direct the facility to www.npcm.ae and to the English NPCM inventory user manual linked from the DHA service page for registration details. Inventory-system activation is separate from activating a healthcare professional's licence or obtaining a facility licence. The service page does not provide a complete document checklist, so confirm the current registration requirements through the official manual and service channel rather than assuming no documents are required.

DHA facility approval to purchase emergency medication

DHA's Purchase Emergency Medication service allows hospitals, day-surgery centres and other outpatient facilities to request approval to buy emergency medicines from DHA-licensed private hospitals. A delegated healthcare facility representative chooses the form for the facility category: hospital, DSC A-B-CM, DSC C, polyclinic, dental clinic, or general/specialty clinic. Complete the relevant form and email it with supporting documents to Drugcontrol@dha.gov.ae. DHA reviews the request and sends approval by email; purchasing follows approval. This is an administrative supply service for facilities. It is not a route for a patient to obtain emergency treatment, a personal prescription or advice on which medicine or dose to take.

DHA frozen-specimen transfer and cross-border approval

DHA's Request Frozen Specimen Transfer service is for actively licensed fertility facilities transferring frozen specimens such as oocytes or sperm. The facility's medical director applies using the linked form and sends supporting documents to DHAhealthadvertising@dha.gov.ae. The page lists patient/spouse identity documents, a marriage certificate, patient-signed transfer consent, a recent medical report and exporting-facility no-objection letter with specimen details, virology reports, and the receiving facility's safe-transfer policy. Confirm the applicable current checklist with DHA for the particular case; this list does not decide anyone's eligibility for fertility treatment. A facility outside DHA's jurisdiction also needs its regulator's no-objection letter and a copy of its facility licence. DHA reviews the request and, if approved, issues a no-objection letter by email. Transfers into or out of the UAE additionally require MOHAP approval. DHA approval alone does not replace that cross-border approval.
