Restaurant, café and cloud-kitchen layout approval

Food establishments must obtain Dubai Municipality food-layout approval before construction or major kitchen renovation. Supply a scaled plan showing receiving, processing, storage, utilities and equipment; a free-zone applicant also supplies its trade licence. Apply through the municipality or Invest in Dubai. If returned, make the stated corrections and resubmit. Changes to approved space, equipment positions, sewage or food flow need prior municipal approval. Layout approval supports trade-licence activation; it is not permission to ignore other licensing requirements. The service FAQ sets a minimum 200 square feet per cloud-kitchen unit when storage, preparation and equipment washing are shared. Contact FoodPermits@dm.gov.ae for the exact proposal.

Food-item registration, label assessment, ZAD and IRS

Dubai Municipality distinguishes Food Item Registration (FITR), Food Label Assessment (FLAR) and combined registration and assessment (FRLA). Food businesses submit a product photo, its label and ingredient information through the municipal service. ZAD and IRS are connected: do not duplicate food-item registration in both. A product already registered in federal ZAD still needs the relevant label assessment for sale in Dubai. Registration and label assessment are different steps from releasing an imported shipment.

Rejected food applications and changes to a food label

Read the status and remarks in the food-registration service. Its guidance distinguishes a rejected application, which cannot be edited and must be resubmitted after correcting the label, from label-assessment remarks that can be addressed without a new application. Product changes such as name, origin, weight, brand, packaging or storage conditions can require new registration with the updated label. If the status is unclear, confirm the required action with the Registration and Permits Section rather than submitting duplicate applications.

Food import clearance and deferred warehouse inspection

Food trading businesses apply through Dubai Municipality's Food Import and Re-Export Services (IRS). Register food items and assess their labels before arrival. Shipment documents include the Dubai Customs entry bill, delivery order, packing list and an official health certificate; meat and derivatives need the applicable approved halal certificate. Additional certificates depend on the product and current controls. Goods are inspected at the entry port or, where authorised, deferred to a Dubai warehouse. Moving goods to a warehouse is not final release: the importer must not dispose of them before inspection and release finish. A rejected shipment requires an approved route such as re-export or authorised disposal, not sale. Obtain case-specific directions from the Food Safety Department.

Food events, food trucks and kiosks: permission before operating

Dubai Municipality's DM Checked route handles permits for food activities. Event applications need participation details and a scaled food-unit layout; an establishment from another emirate also needs its food authority's NOC or inspection evidence. Event permits last only for that event and cannot be renewed. Each Global Village kiosk needs a separate permit with the corresponding licensed activity. Food trucks first need the licensing authority's location/activity permission and may operate only at the specified locations. Municipal food-safety approval does not replace approvals from other authorities. Address review comments and resubmit returned applications.

School catering, vending machines and non-halal food permits

Food permits have different eligibility rules. School-food supply requires a suitably licensed establishment with the required inspection grade, no critical or major violations, an approved food list and the applicable school contract or kitchen layout. High-risk vending-machine food needs additional supplier certification, shelf-life evidence and operating information. Non-halal activity is limited to the establishment categories and separate facilities specified by the service; a normal food trade licence alone is insufficient. Use the appropriate DM Checked application and confirm the category with FoodPermits@dm.gov.ae.

Foodwatch and the Person in Charge of food safety

Dubai Municipality describes Foodwatch as its interactive food-safety platform. Its Person in Charge (PIC) programme assigns a trained food-safety supervisor to oversee daily practices, staff training and corrective actions, and to report through the platform. A PIC is a role within a food establishment, not a separate government authority. This definition comes from the Municipality's programme explanation; use the current Food Safety service for present-day registration, training and application requirements.

Food export certificates and checking their authenticity

An IRS-registered food establishment can request a food export certificate through the Food Import and Re-export Services system. Locally produced food needs the relevant UAE food authority's establishment NOC; previously imported consignments need the applicable release evidence. Apply, obtain approval, pay and download the certificate. The service says certificates are approved electronically and can be checked through their QR code or the municipal verification link, without a manual signature or stamp. Radiation-free and manufacturing/free-sale certificates are separate, destination-specific requests with their own testing or label evidence. Food free-sale certificates under this service are limited to authorised Dubai factories.

Temporary food release for re-export and closing the shipment file

Food-trading establishments use the Food Import and Re-Export Services system, IRS, for temporary release of food arriving through Dubai ports for re-export. Provide the customs entry, delivery order, packing list and applicable halal slaughter certificate; the exit certificate is needed to close the file after export. Submit the consignment information in IRS and arrange inspection at the port. The current service requires re-export and submission of customs exit evidence within 180 days of release approval. Leaving the country with the goods does not automatically close the application: submit the approved exit certificate to the port-control office. An export health certificate may require risk-based laboratory sampling. This temporary route is distinct from release for local sale.

Food consignments transferred between Dubai and another emirate

Food-trading establishments use IRS to transfer a consignment between a Dubai port and another emirate's food-control authority. Provide the recipient's NOC and receipt declaration, customs entry, delivery order and packing list, with the relevant municipal receipt acknowledgment for an outward transfer. The process includes the ZAD NOC, port inspection, temporary release and completion of the destination's inspection. A company licensed in another emirate without a Dubai deferred-inspection warehouse needs prior approval from the receiving municipality. Obtain evidence that the destination received the shipment and completed its procedures, then confirm closure of the IRS file. A transfer approval is not the same as immediate permission to sell the food locally.

Shared kitchens in workers’ accommodation

The accommodation holder or managing company applies for the Food Safety Department's common-kitchen permit through the listed municipal channels. Provide a scaled PDF layout showing dimensions, preparation and display areas, handwashing, equipment, storage and service areas. After approval and payment, receive the permit using the application number. It must be renewed annually through the same application channel, and continued validity depends on compliance with the municipal food code. This approval covers food-safety prerequisites only; other governmental approvals remain separate. Contact FoodPermits@dm.gov.ae for the specific layout or renewal enquiry.

Food-safety trainers, training centres and specialist food-related services

Dubai Municipality separately approves food-safety trainers and training centres. A centre needs the relevant licensed activity, compliant training premises and at least one approved trainer. A trainer supplies the specified qualifications, food-industry and training experience, and demonstration video. Rejection for missing qualifications requires obtaining them before reapplying; a returned application needs the identified corrections. Trainer renewal requires the stated annual continuing-development credits. Apply for trainer or centre approval online. Water-tank cleaning companies and factories exporting food to the EU use FoodPermits@dm.gov.ae under this service. Cleaning companies submit their licence, procedures, chemicals and equipment, safety plans and staff competence records. EU-exporting factories provide the required MOCCAE approval and municipal inspection report. These are separate specialist approvals; a general food-business licence does not establish all of them.
