New building permits: applicant, drawings and application

Dubai Municipality's new-building permit is requested by building consultants or contractors through Build in Dubai before onsite works. Supply the proposed building design and the project plans required for its type, including relevant architectural, structural, services and Civil Defence plans. Submit the application, respond to review comments and complete payment. The system issues the permit and arranges site demarcation. Only one new-building application can be submitted for the same plot; later additions use the modification service.

Returned building applications and demarcation problems

For a new-building application, Build in Dubai communicates approval, rejection or a request for revision. If a demarcation visit finds the site obstructed or unready, Dubai Municipality issues a site report: address its remarks before applying again. Technical submission problems can be reported through the platform's General Messages under the IT-related issue category. Structural inspection and completion certification are subsequent services; a building permit alone does not complete them.

Building alterations and additions: required plans

For changes to an existing building or a project under construction, consultants or contractors use the modifications-and-additions service in Build in Dubai. Supply approved and proposed plans: mark the affected location yellow on the approved plan, proposed changes red, and requested demolition green. Include plans for other affected systems. Minor changes must not alter the building's intended use or design or include structural or parking requirements. Check the issued permit and renew it if it expires before work starts. Follow the application comments if changes or missing information are requested.

Self-permits for decorative work and fit-outs

Dubai Municipality's decorative-work self-permit covers non-structural internal partitions, suspended ceilings, flooring and shelves in building units over 100 square metres. Building contractors apply through Build in Dubai with the proposed interior drawing, pay and receive the permit. After the permitted work is completed, apply for its completion certificate. The service FAQ says shopping-mall units do not require this particular decorative-work permit, and a separate Civil Defence approval is not required for this self-permit; Civil Defence conditions still apply. These statements do not exempt a project from other applicable approvals.

Building completion certificates and an uncooperative contractor

After the construction work is finished, apply for the appropriate completion transaction through Build in Dubai or the municipal channel. A contractor's submission may need consultant approval and relevant Civil Defence documents. An owner's representative needs an authorisation letter. The process includes review and inspection; track comments and the result in the system. Owners can also apply when a contractor or consultant withholds approval. The service provides a notice-and-review procedure and says purely financial or contractual objections do not prevent the competent department from completing certification procedures. This does not decide the parties' payment dispute or guarantee that a non-compliant building passes inspection. Contact Dubai Municipality for the particular case.

Correcting building violations and restoring suspended services

Dubai Municipality offers a site-visit request to verify corrected building violations, and a request for additional time to correct them. Violations may require removal or licensing, with the necessary permits and compliance with approved drawings. Electricity reconnection follows correction of all building violations, payment of due fines and verification through this service. Someone applying for the owner needs the owner's authorisation letter. The service contact is bcs@dm.gov.ae. A submission is not itself confirmation that the violation has been cleared.

Renewing a building or demolition permit

Use Build in Dubai's renewal service when permitted works have not started or have stopped. The consultant applies; a contractor can apply where the original permit was issued without a consultant. The owner cannot renew directly through this service. Renewal windows and validity depend on the permit category, so check the actual permit and current service conditions rather than assuming all building permits last the same time. Follow the payment notice to receive the renewed permit. An unstarted project's permit can be renewed once under this service's stated conditions. For a specific expired or cancelled permit, contact the building service through General Messages or CCS@dm.gov.ae.

Changing a contractor or consultant after a permit is issued

An owner can request a change of contractor or consultant after a Dubai Municipality permit is issued, including without the outgoing party's consent. The service notifies the existing party and requires the replacement's acceptance and applicable payment or insurance steps. The replacement must not start work until the permit has been issued in its name. Financial or contractual disputes do not by themselves stop the administrative change procedure, but this does not decide payment liability or waive technical requirements. Use the owner-request route in Build in Dubai and follow the service's notices; a newly appointed consultant cannot simply replace the former consultant through its own account.

Demolition permits and an existing completion certificate

Demolition contractors apply through Build in Dubai for preliminary or final permission for full or partial demolition. Supply a method statement describing the proposed demolition process, respond to review comments and complete payment before receiving the permit. A building card marked completion certificate issued cannot simply be cancelled to authorise demolition; apply for the demolition-works permit. Follow the final permit's validity and renewal conditions before starting. Structural methods and safety decisions must be handled by the approved project professionals.

Maintenance versus structural alteration or dangerous defects

Dubai Municipality distinguishes simple maintenance, its structural-maintenance self-permit, and specialised work that affects structural safety. Consultants or contractors seeking the self-permit submit a structural report and photographs through Build in Dubai. The existing building must be licensed. Simple maintenance without relevant architectural or structural changes can be carried out by an approved contractor under the service's conditions. Defects threatening structural integrity, and façade or cladding modifications, use the modifications-and-additions route through an approved consultant rather than this self-permit. The chat cannot decide whether a crack or proposed wall removal is structurally safe; the appointed professional must assess it.

Construction night-work permission and neighbourhood complaints

Building contractors apply for a night-work permit through Build in Dubai or Dubai Municipality. The system checks the project's area; some locations require a municipal inspection, while prohibited locations cannot submit. The service states that night work is not permitted in residential areas. Approved work must stay within the permit's activities and hours, noise and safety conditions. Occupying a road right-of-way also requires RTA approval. Rejected requests must address municipal comments before reapplication. The FAQ says neighbourhood complaints can lead to cancellation with only concrete casting permitted at night; this is not blanket permission for a contractor to continue other work. Report disturbances or seek case-specific clarification through 800900.

Swimming-pool drawings: the correct route and failed audits

Public and private pool drawings must be submitted through an approved contractor or consultant before construction. The service distinguishes plots under Dubai Municipality's building-permit department, which use Dubai BPS, from development areas using the municipal pool-drawings service. Submit the engineering drawings, including the owner-signed project page, pool layout, sections, water systems, drainage, electrical and safety details. This service can issue self-approval after the applicant's undertaking and payment, followed by audit. If an audit fails, the drawings become invalid and a new application with corrections is required; the service says paid fees are not refunded for that failure. The owner cannot obtain this approval directly without an approved professional.

Al Sa’fat: Dubai green-building terminology

Al Sa’fat is Dubai Municipality's green-building rating system. The official overview sets Silver Sa’fa requirements for new buildings and describes Golden and Platinum ratings for additional performance requirements. The current page labels the first edition superseded and links the second edition dated January 2023. Use the current municipal guidance and the project's approved professional team to determine its technical obligations; this chat cannot certify a design's rating or compliance.

Changing a consultant before the building permit is issued

Before a building permit is issued, the owner can use the consultant-change service through Build in Dubai or the municipal portal. Select the project and submit the request. The current consultant is notified, and the replacement must accept the change and complete the payment steps in its consultant tasks. The existing consultant can submit in the exceptional cases described by the service, with the owner's approved change form. Missing payment can cancel the request. This is the pre-permit procedure; a change after permit issuance uses the separate after-permit service.

Exceptional building approval versus planning exceptions

Consultants and contractors can seek a building-and-construction exception through Build in Dubai, with detailed drawings of the requested exception. Municipal approval is discretionary and subject to the service's technical conditions. Supply a DLD valuation certificate or tenancy contract if requested, confirm the owner's willingness to pay and complete the payment before receiving the exception. Planning-related exceptions instead go to the Executive Planning Department. The service describes a separate partial-refund route if the exception is cancelled; confirm the case through the official fee-refund service. An application is not permission to carry out non-compliant work.

Structural inspections, rejected items and blocked company accounts

Building contractors request municipal structural inspections at the specified construction stages, including before concrete casting, through Build in Dubai or the municipal service. Supply the consultant approval form and relevant test evidence. Follow the inspection appointment and results. For partial approval, correct the rejected items and submit a new request identifying those items. Complete the required FIC and substation inspection tasks before the final slab stage as directed by the system. The FAQ says a structural inspection cannot be requested when the contractor's or consultant's system is fully blocked. This differs from the completion-certificate procedure. The appointed project professionals remain responsible for the technical requirements.

Soil treatment for residential grant land

Dubai Municipality's soil-treatment service is for citizens' residential grant land. Submit the site plan, soil investigation report, demarcation certificate, valid DEWA water and electricity NOCs and photographs after excavation to foundation level. An authorised representative can apply with the required owner documents. The report must include clear geotechnical recommendations and the site must fit the approved treatment scope; additional dewatering or shoring needs can prevent acceptance. The owner's contractor prepares the excavation before the assigned treatment contractor attends. Following treatment, an updated soil report supports the next building-permit steps. Use the official service to confirm current document-validity limits and technical eligibility; this is not a remote assessment of a site's safety.

Municipal NOC for additional utility meters or electrical current

Building contractors apply through Build in Dubai for a municipal NOC addressed to DEWA to increase electrical current or request an additional water or electricity meter. Give the reasons for the request; approval is assessed case by case. The service states that water and electricity meters cannot be added for the same unit. Receive the review response and approved NOC in Build in Dubai. This municipal clearance is distinct from DEWA carrying out the connection. Report application-system faults through General Messages, IT-related system issue, in Build in Dubai.

Planning permits for land-use changes and conditional villa activities

The Executive Planning Department assesses planning-permit requests such as changing development parameters, land division or merger, and conditional service activities in villas. Select the correct subtype through Build in Dubai or the municipal planning service; drawings, landholder or master-developer NOCs and supporting documents vary by request. A commercial activity is not automatically allowed in any residential villa: eligibility depends on the approved location, activity, access and parking rules. A proposed floor-area-ratio increase is a case-specific assessment, not an entitlement. Planning approval still requires the applicable building and other approvals, and changes outside its scope need fresh approval. Food-truck enquiries follow the site's commercial-space or municipal-investment route; contact permits@dm.gov.ae for planning enquiries.

Sand supply for construction projects and citizens’ villas

Contractors, building-material businesses and eligible citizens can request sand for construction projects through the listed municipal channels. Free-zone or infrastructure projects need the relevant site plan and permit or work-start order. Approval involves a site inspection. Free supply for a citizen's private villa requires an under-construction project with a DM building permit; it is unavailable after the completion certificate. A contractor can apply on the citizen's behalf and cannot sell that free sand to the beneficiary. Check quantities carefully: the service does not refund a partially unused amount or transfer the remainder to another project. Contractors must keep delivery records and supervise delivery. Contact sandrequest@dm.gov.ae for the listed factory/owner enquiry route.

Sand-shift permits and coastal-zone changes

The project's registered contractor applies through Build in Dubai to shift sand from a construction site; required plans and permits depend on the project. Inspection and approval identify the authorised destinations. Sand mixed with construction waste still needs this permit; other waste requirements remain applicable. Coastal-zone projects first need the coastal excavation NOC. Changing transport companies, adding trucks or increasing quantities in a coastal-zone permit requires a new application; the service allows specified non-coastal changes through its amendment or General Messages route. Ask for renewal before expiry and request closure after shifting is complete, within the service's stated deadline. The permit does not authorise taking sand to an unapproved destination.

Site-preparation, excavation and shoring permits

Construction consultants apply through Build in Dubai for initial approval or permits for site preparation, excavation, shoring, piling and hoarding. Site preparation needs a general site drawing and structural details for the temporary fence and project signboard. Excavation and shoring also need the soil report, relevant structural drawings and calculations, and the required third-party insurance. The appointed contractor executes the approved work and must hold the required construction insurance before excavation. The service covers the listed construction project types, including villas, but excludes temporary buildings. Drawing approval and permit validity have separate limits; obtain the building permit or request the applicable extension rather than treating initial approval as indefinite permission.

Temporary land occupation, renewals and adjacent plots

Temporary land-use permits cover approved site offices, material storage, specified plants, lagoons, parking and other eligible temporary uses. Apply through Build in Dubai or the municipal portal and choose the correct subtype; supporting approvals depend on the use, such as RTA access approval for temporary parking or drainage approval for a lagoon. Adjacent land still needs a temporary occupation permit even when it belongs to the same landholder. To change the occupied area, submit a modification with a revised drawing under the same project. The permit cannot be transferred to a different project: a separate application and closure process are required. Event, fire-safety, food and business permissions may also be needed. A land-use permit alone does not cover those activities.

Cancelling a construction project and requesting the deposit back

A landholder can apply through Build in Dubai to cancel a project before work starts without the consultant's or contractor's consent. Consultants use the required cancellation form with the landholder's approval; a contractor can apply only where the permit was issued without a consultant. The municipal engineer checks the site. For an already-started or stalled project, the service requires removal of prior permanent and temporary works and restoration to a vacant state before cancellation; obtain professional advice on any necessary removal permits. Deposit recovery is a separate contractor request through General Messages to Construction Control, with the issued permit and within the stated deadline. Cancelling the project does not automatically refund the deposit.

Extending approved engineering drawings before permit issuance

Building consultants use Build in Dubai to extend approved engineering drawings when a building permit has not been issued within nine months of the drawing approval. Apply and pay through the platform for the extension of the previously approved drawings, including the relevant new-building or modification application. The current service permits up to four extensions of six months each. This is a drawing-validity service before permit issuance, distinct from renewing an already-issued building or demolition permit. Use General Messages in Build in Dubai for application enquiries.

Permanent boundary fences and undeveloped plots

Building consultants apply through Build in Dubai for permission to build a permanent boundary fence, supplying architectural and structural drawings. The Municipality reviews the proposal and may request amendments before the permit and required payments are completed. The FAQ says a permanent fence cannot use this service where the plot has no licensed building, except for land classified as a farm plot on the map. The appointed contractor must provide the required construction insurance, and the permit has a limited validity. This permanent-fence permission is distinct from temporary site hoarding or proof of the land boundary.

Initial concept approval does not authorise construction

Building consultants can seek initial approval of a new-building concept or proposed modifications through Build in Dubai before completing the detailed design. Submit architectural drawings; a modification request must show the approved drawing followed by the proposed changes using the prescribed marking convention. Construction and service-detail drawings are outside this initial architectural review. The service is optional: the consultant may apply directly for the relevant new-building or modification permit. Initial concept approval does not allow the contractor to start site work. Obtain the applicable construction permission before proceeding.

Cancelling an application before the building permit is issued

Consultants and contractors can cancel an approved or returned building-permit application through Build in Dubai before the actual permit is issued. The conditions require settlement of the relevant application fees, and cancellation does not entitle the landholder to recover those fees. An application with an already-issued permit is outside this service and needs the appropriate project or permit procedure. In special cases, such as an old project or no available consultant or contractor, the landholder can explain the request and reasons to permitsection@dm.gov.ae. The FAQ separately allows cancellation of an unused exception application when its fees are unpaid; do not generalise that exception to every cancellation.

Copies of engineering drawings and missing archived plans

Request copies of approved engineering drawings using the plot number through the listed municipal or Build in Dubai channels. The supplied architectural, structural, mechanical and sanitary drawings relate to the selected permits; electrical drawings belong to the relevant authority. A tenant needs the property holder's approval. If no approved plan exists in the system, appoint a consultant to prepare drawings and obtain the required permit. Unclear archived drawings need revised clear plans prepared by the consultant or contractor and re-stamped by the Municipality. For a specific unit, a qualified engineer or the original consultant can interpret the approved building plans. Receiving a copy does not authorise new alterations.

Accessibility compliance for existing buildings

The municipal accessibility-compliance service assesses existing buildings in Dubai against the Dubai Building Code's universal-design requirements. Listed applicants include schools, nurseries, shopping centres and government or semi-government bodies. Apply for an initial or final assessment through the municipal or Build in Dubai channel and arrange the engineers' site visit; the building representative must attend. Initial assessment is optional, but final assessment is mandatory for certification. The service specifies a required overall score and mandatory criteria, so adding an isolated ramp does not itself establish compliance. Successful final assessment leads to the certificate by email. Use the official assessment report to identify the building-specific improvements.

Master-plan approval, authority comments and amendments

Developers, authorised consultants and eligible government bodies submit major-project master plans or amendments through the municipal or Build in Dubai route. Provide the project letter, required digital drawings, technical report, relevant NOCs and Dubai 2040 alignment evidence. The review distinguishes initial technical assessment, service-authority coordination and final approval. Resolve comments through the applicant dashboard; a change may require renewal of earlier authority NOCs. For land under another planning authority, the record describes Dubai 2040 alignment review followed by referral to that authority. A copy of an existing master plan is a separate service. Approval can occur in stages where accepted; repeated unresolved municipal comments can cause cancellation. Confirm the current sign-off requirements for the specific development.

Service-block extensions to completed private villas

This specific extension service is for citizen holders of completed private villas on granted land and is limited to service blocks. The landholder applies through Build in Dubai, choosing a prefabricated model or the design route, then appoints a contractor and completes the payment to obtain the permit. Senior citizens can request the listed design assistance through the Happiness Vehicle. All buildings on the plot must already be licensed. The extension must comply with planning rules, cannot divide the plot and must meet the stated size and neighbour-facing opening restrictions. Do not treat this targeted route as permission for any additional villa, floor or investment-property extension; use the appropriate modification or planning service for other proposals.

New building-system approval and pilot projects

Specialist companies seek approval of complete or partial building systems through the municipal or Build in Dubai service. Evidence includes the business and manufacturer relationship, prior projects, production controls and system-specific engineering, fire, thermal, environmental and conformity documents. Requirements vary by system; the technical committee can request additional evidence. Initial and final approval are separate stages, and some systems require a pilot project with inspections. The pilot still needs the relevant project permits, a Dubai-licensed consultant and contractor, and the project holder's NOC. The approved system must be executed by a specialised local company. The certificate is time-limited and renewable; contact BSA@dm.gov.ae for the applicable system's requirements.

Critical structural-defect verification before completion

The landholder or legal representative can request municipal verification of critical structural defects in a Dubai project still under construction and before its completion certificate. A representative needs authorisation. Apply through the listed municipal or Build in Dubai channel, receive the site-visit decision and meet the municipal engineer for inspection and directions. The service's scope excludes financial or contractual disputes and completion delays. A Dubai-licensed contractor working in another emirate does not make that other-emirate project eligible for this municipal inspection. Contact EVDS@dm.gov.ae for the appropriate route. Some FAQ wording mentions broader defects, but the current description and conditions expressly limit this service to critical under-construction structural issues. A chatbot cannot determine whether a building is safe from a description.
