Municipal pest control, bedbugs and location restrictions

Dubai Municipality's public-health pest service covers disease-carrying pests and poisonous pests for citizens and residents; citizens have broader public-health pest coverage. Apply through the municipal app, DubaiNow or official chatbot with the location, contact details and pest type. Investment and development areas and Jebel Ali Free Zone are excluded from this municipal service. For bedbugs or termites, the service guidance directs customers to DM-authorised companies rather than promising a municipal visit. Do not misuse pesticides or employ unlicensed operators. Contact Dubai Municipality for the correct provider and urgent pest notification.

Salons, spas, fitness clubs and laundry: municipal health NOC

Dubai Municipality's public-health activity NOC covers businesses such as salons, spas, fitness clubs and laundries. Apply after the trade licence is issued. Provide a dimensioned furniture/layout plan; free-zone licences also require a licence copy. The service is available for Dubai licences issued by DET or free-zone authorities. An NOC is not ordinarily required afresh for each annual licence renewal, but a changed approved layout requires the relevant amendment. Building-system changes also need the competent building authority's approval. This municipal business approval is different from a DHA clinician's professional licence. Returned applications must be completed as instructed; the service specifies cancellation after 14 days without resubmission.

Municipal farm-animal veterinary services

Dubai Municipality lists veterinary examination, treatment and vaccination services for farm animals through its clinics and eligible licensed farms or pens. A health record, where available, and the relevant veterinary health card are listed requirements. Register the animals as required, give their type and number, and confirm the clinic or visit arrangement through the official service or 800900. Confirm animal eligibility and whether a clinic visit or farm visit is available with the veterinary service. The chat cannot diagnose an animal or prescribe treatment.

Veterinary health cards for citizen farm and pen owners

Dubai Municipality's veterinary health card is for citizens seeking priority veterinary services for Dubai farm and pen animals. A pen application requires the handover letter from the Wild Affairs Region Department; a farm application requires a DEWA bill. Apply through the municipal website using the available account or UAE Pass, upload the documents and await approval. Present the approved card when requesting the relevant animal vaccination or treatment service. This particular card is not a general resident pet-registration card.

Play-area permits, safety evidence and renewals

A play area needs the municipal operating permit even when it is inside a restaurant, and the business licence must include a relevant activity. Submit the layout, risk and emergency plan, and the required independent safety certificates and reports for rides. Initial approval before construction is optional under this service; the operating permit is still required after installation. Renewal or extension requires a new application, with documents depending on whether rides or the area changed. Validity is linked to the permit and safety-certificate dates. Stop the activity if the permit expires without renewal. The service covers all areas of Dubai; contact hspermits@dm.gov.ae for the particular installation.

Municipal abattoir services and official assistance

Dubai Municipality's Abattoirs Section provides livestock slaughter and carcass preparation, including veterinary examination before slaughter, under its stated health and religious requirements. Its official overview lists Al Qusais, Al Quoz, Al Lisaili and Hatta branches and directs enquiries to 800900 or info@dm.gov.ae. Confirm the branch's current booking arrangements, required documents and charges through that official contact before visiting. This overview does not establish a current online application procedure or fee schedule.

Starting a professional pest-control business

A public-health pest-control company needs Dubai Municipality's NOC before carrying out the activity. Apply with DET's initial approval, respond to the municipal review and arrange the premises inspection. The service requires a Dubai office, an authorised company supervisor and a pesticide warehouse meeting the specified safety requirements. After approval, receive the NOC through the municipal system and complete the relevant trade-licensing process. This is the company's activity approval, separate from an individual operator's accreditation or professional card and from a resident requesting pest treatment.

Pest-control staff cards, renewals and employer changes

Pest-control companies apply through the municipal portal for supervisor or operator identification cards. The employee must first pass the qualifying accreditation exam. A new card needs a personal photograph; renewal also needs the old card number. After approval and payment, obtain the card online. A card is required to work for an approved pest-control company. Moving to a different company requires a new card even if the old one has not expired; the service also cancels a card when the company's work permit expires. This employee credential does not replace the company's pest-control NOC.

Ship-sanitation certificates and pest findings

Shipping agencies request a sanitation certificate for a vessel arriving at Dubai ports through the listed municipal channels. Apply, pay, arrange the municipal inspection and upload the payment receipt to receive the certificate. If public-health pests are found, the shipping agent must arrange treatment by a municipal-approved pest-control company. The Municipality does not carry out that treatment under this certificate service. Certification follows reinspection confirming the vessel is free of the relevant pests. Check the certificate's validity before arrival; a treatment booking alone is not a sanitation certificate.

Smoking-area and tobacco-business regulatory approvals

Dubai Municipality separates a location-eligibility check from an operating permit for a designated smoking area. Tobacco-business licensing also separates the location check, trade-licence NOC and sales permit. A favourable location check therefore does not itself authorise operation. The required evidence depends on the application: layout and ventilation drawings for smoking areas, relevant trade activity, and current tenancy documents; hotels have additional classification conditions. Indoor, outdoor and temporary approvals have different restrictions. An incomplete application can be returned for completion or rejected. Check the current official technical guide and permitted land use before committing to premises; contact stpermits@dm.gov.ae or 800900 for the applicable regulatory requirements.

Public-health pesticide efficacy testing

Suppliers and traders can request municipal laboratory or field evaluation of public-health pesticide efficacy. Provide the sample in its original labelled container and its material safety data sheet. Apply through the municipal portal, submit the sample to the Public Health Pests Control section after acceptance, pay and receive the technical results report. The service tests public-health pesticides rather than every pesticide category. Its FAQ says prior Ministry of Climate Change and Environment registration is not required for this test; that statement does not establish permission to market or use an unregistered product.

Pest-control accreditation versus the employer-linked staff card

Pest-control companies request municipal accreditation for supervisors and operators after the relevant qualification test. Supply a photograph and the required education evidence; supervisors have specified degree or training requirements, and foreign degrees require the stated equivalency evidence. Operators need the specified school qualification and English literacy. Attend the test after application and payment, and receive accreditation online if successful. The official FAQ says changing companies does not require repeating this qualification test and that the accreditation has no expiry period. The separate professional identification card is employer-linked and must be replaced on transfer. Do not confuse permanent qualification with permission to work under a particular company.

Pest-control training attendance and certificates

Pest-control companies and staff can enrol in municipal training through the Dubai Municipality website. Select the programme and participant details, receive acceptance, pay and attend the assigned course at the Public Health Pests Control Section in Al Quoz Industrial Area 3. Programme duration varies. The participant must attend the entire course to receive the certificate, which is provided through the municipal website after the course. Training completion is distinct from the separate qualification examination and employer-linked professional identification card.

Animal and feed admission to municipal markets

Animal-supply and production establishments apply for market admission and take the application number to the relevant veterinary inspection office. Evidence depends on origin: animals arriving through Dubai ports need veterinary quarantine release; domestic inter-emirate or Dubai arrivals need the stated health certificate. Feed needs a packing list with weights. Pets entering Al Warsan Birds and Pets Market require the applicable import health certificate, cat or dog vaccination records and CITES permits where relevant and lawful. Inspection and any required feed testing precede approval and payment. A market-admission permit does not replace import quarantine clearance or allow sale of prohibited species.

Home-garden agricultural pests versus household pests

The municipal agricultural pest service lists UAE citizens as eligible and covers specified outdoor plants in home gardens in Dubai residential areas, excluding free zones and real-estate development areas. It does not cover indoor plants, vegetables or edible greens, grass, farms, schools or commercial premises. Cockroaches, mosquitoes and similar public-health pests do not become agricultural pests merely because they are found on plants. The landholder must apply rather than a neighbour. Submit the location and contact details through the listed municipal or Dubai Now channels, then attend the inspection and treatment visit. For follow-up advice, call 800900 and request the Agriculture Department's specialist assistance. Do not use this service description as pesticide dosing advice.

Farm-animal identification and registration changes

Dubai Municipality registers and identifies farm animals and can amend their records. The service lists a DEWA bill for farm animals and a Wild Affairs Region Department letter for pen animals. Apply through the listed municipal or Dubai Now route for a scheduled veterinary visit, or follow the clinic route with the animals and documents. After payment, receive the animal identification record and the applicable vaccination record. The FAQ distinguishes camel microchips from ear tags used for sheep, goats and cows. Changes to the animal holder's personal information require amendment of the registration. Registration helps identify and monitor animals; it is not an export health certificate.

Animal-food label approval and missing documents

Animal-supply establishments request approval of imported or locally manufactured animal-food labels through the municipal pet-food registration service. Provide a product image showing the full label and the country-of-origin free-sale certificate. The Municipality reviews the label against the applicable safety and prohibited-substance requirements and may approve, reject or request completion. Missing documents suspend the application until supplied. Pay after approval to obtain the result. This is animal-food label approval, distinct from human-food label registration, shipment release or permission to admit animals to a market.

Veterinary consignment release and deferred inspection

Animal-supply and production establishments request municipal release of imported animals, feed and animal supplies through Dubai ports. Live-animal evidence includes the official origin health and origin certificates, the Ministry of Climate Change and Environment import permit, customs declaration and cargo manifest. Feed and supplies have their own document set, including free-sale and packing evidence. Apply, arrange veterinary inspection and pay to receive the release permit. Moving a consignment to a Dubai warehouse for deferred inspection requires prior Veterinary Control approval and inspection-fee payment. Quarantine and laboratory checks depend on the consignment, and damaged or non-compliant goods may be refused. Release is separate from the subsequent animal-market admission service and does not waive quarantine.

Veterinary export certificates, expiry and return travel

Individuals and eligible animal businesses can request a veterinary health certificate for export or re-export through the listed municipal, Dubai Now or veterinary channels. Animals must first be identified and undergo the required veterinary checks, tests and vaccinations. Individuals bring the animal's health or vaccination record; businesses have additional destination import-permit, origin and shipment-document requirements. The current certificate is valid for one month. If it expires before export, a new application and animal examination or vaccine verification are required. An export certificate cannot be reused as permission to bring the animal back into the UAE; the return journey needs the applicable origin-country and import documentation. Confirm destination-specific requirements with the veterinary service.

External-parasite control for farms and animal pens

Citizens and residents can request municipal external-parasite control for farms and animal pens in Dubai. The service covers the official veterinary assessment and spraying route for pests affecting animals; it is distinct from household pest control or home-garden plant treatment. Apply through the listed municipal or Dubai Now channel with the address and contact number, or call 800900 to have the request referred to the responsible veterinary team. The team arranges the visit and applicable payment procedure. Use the veterinarian for case assessment and treatment decisions; the service description does not provide a safe self-treatment or pesticide-mixing instruction.

Veterinary-business NOCs, licensing authorities and account types

Municipal Veterinary Control approval is required for the listed veterinary activities across Dubai licensing authorities, including DET and free-zone authorities. Obtain the licensing authority's initial approval and trade-name reservation, then apply for the municipal NOC before the trade licence is issued. Documents depend on the activity and include tenancy evidence and specified layouts. A new activity uses an individual account because no licence is yet linked; amendments or additions use a business account. Temporary events need the venue's approval, an existing relevant licence and applicable animal health records. Before starting the activity, notify vetcontrolsection@dm.gov.ae with the trade licence and Ejari. This establishment NOC is distinct from an individual veterinary health certificate or pet-registration card.

Stored-product fumigation requires a separate permit for each operation

Only authorised public-health pest-control companies with a municipal-accredited fumigation supervisor can use the stored-product fumigation permit service. Apply through the municipal portal with the required operation details and obtain approval before carrying out the work. The FAQ requires a separate permit for each fumigation operation. The current permit is valid for 24 hours, and the company must notify the Public Health Pests Control section at least one day beforehand. The supervisor, rather than every worker, is required to pass the fumigation examination under this service. This describes the official licensing route; it is not an instruction for handling fumigants or treating food yourself.

Municipal pet adoption and the Warsan shelter

Dubai Municipality's July 2026 announcement describes its integrated pet shelter at the Birds and Pets Market in Warsan and a digital adoption platform. Prospective adopters can browse available animals and their health and behavioural profiles; the shelter includes viewing and adoption meeting areas and veterinary care. The announcement links to the municipal Adopt Pets service. Use the official municipal channel to confirm current animal availability, eligibility, required documents and any charges. The announcement establishes the service and location, but does not provide a complete current application checklist or fee schedule.
